Andrew Womack, PhD

Dr. Andrew (Andy) Womack leverages his background in drug development; corporate strategy; federal advocacy and industry partnerships; and regulatory and health policy to advise clients on complex decisions and transactions in the life sciences. He heads Canal Row’s Advisory Services practice and provides cross-functional guidance based on extensive experience leading high-impact, matrixed functions in the biopharmaceutical industry.

Most recently, Andy was Vice President for Strategic Alliances and External Affairs at IGM Biosciences, where he established the company’s Alliance Development function, overseeing a >$6B, full-lifecycle oncology and immunology collaboration with Sanofi and eventually serving as development lead for all collaboration targets. In addition, he established and led IGM’s Government Affairs and External Affairs functions.

Andy previously held roles of increasing responsibility at Genentech, A Member of the Roche Group, advancing a number of significant legislative and regulatory policy priorities, including PDUFA VI, a portfolio-wide collaboration with BARDA, and significant regulatory and reimbursement policy changes. He also directed regulatory policy activities at the Biotechnology Industry Organization (BIO), leading efforts focused on FDA and international regulations related to preclinical safety/toxicology, clinical safety and efficacy, pediatric drug development, biosimilars, and regulatory science modernization.

Andy began his policy career as a Congressional Fellow of the American Association for the Advancement of Science (AAAS), serving as a science and health policy advisor for then-Senator John Kerry of Massachusetts, drafting FDA and health policy legislation. His major legislative efforts included the Joint Select Committee on Deficit Reduction (the “Supercommittee”) and the Food & Drug Administration Safety and Innovation Act (FDASIA).

Andy wrote his doctorate in molecular biology at Princeton University, where he was an NSF Graduate Research Fellow in the laboratory of Dr. Tom Shenk. He has published on genomics, virology, molecular biology, preclinical development, and regulatory topics.
